30th International Day of Persons with Disabilities - Program Report

Introduction: 

The Act relating to the Rights of Persons with Disabilities, 2017 defines "persons with disabilities" as individuals with long-term physical, mental, intellectual, or sensory impairments, functional limitations, or existing barriers that hinder them from participating fully and effectively in social life on an equal basis with others.

Like other citizens, persons with disabilities are entitled to a dignified life according to the Convention on the Rights of Persons with Disabilities (CRPD), 2006, which Nepal ratified on December 27, 2009. The Constitution of Nepal, 2015, under Article 42, guarantees persons with disabilities the right to live with dignity and respect, access public services and facilities equally, and recognize diversity. Schedule 8, clause 15 of the Constitution entrusts local authorities with managing senior citizens and persons with disabilities. The Act of 2017 further ensures the right to live with respect regardless of physical condition.

According to the National Census 2011, 1.94% of Nepal's population lives with disabilities. Under constitutional provisions, local governments are tasked with monitoring and evaluating disability programs, coordinating with relevant organizations, and distributing disability identity cards. Accordingly, Pratappur Rural Municipality has formed a committee for coordination and distribution, and around 400 persons have received disability identity cards so far.

In efforts to establish rights for persons with disabilities globally, 1981 was declared the International Year of Disabled Persons by the United Nations. In 1983, the UN implemented a 10-year world action plan on disabilities. After a review in 1992, December 3rd has been celebrated as the International Day of Persons with Disabilities. Nepal has observed this day since 1993, with participation from various stakeholders through programs and activities.

On the occasion of the 30th International Day of Persons with Disabilities on December 3, Pratappur Rural Municipality organized a program to honor persons with disabilities. Indreni Social Development Forum and Janjagriti Disability Organization (CBR Network) collaborated in this program.

A total of 60 persons with disabilities from all wards participated in this honor program. The District Disabled Federation of Nawalparasi also attended the event.
